The migrant workers returning home for pioneering their own business gradually becoming prevalent since 2005. And from the year of 2008, the central document has made it explicitly that measures and policies should be undertake effectively and actively to encourage the migrant workers as well as support them for their entrepreneurship at home . In 2015, the general office of the State Council issued a document “The advice on the support of migrant workers and other personnel’s returning home business” to boost the new entrepreneurship development of migrant workers in order to keep abreast of the Chinese new normal economy. In August 2016, Henan Province promulgated “the opinions on the support of migrant workers returning home to start business”, which aims to promote the migrant workers returning home to start business in Henan province to support local economic development.
