* * Where Canada has developed such confidence, its inspection frequencies for imported food from a country can be adjusted to another country where similar assurances of controls are not available. The assessments can be used as a tool to strengthen systems – “free consultant” * Results of the assessment would support CFIA’s risk based approach to oversight, inform at-border and post-border import program design, and allocation of resources of import control activities to higher risk products Recognition of an exporting country’s food safety systems means that the exporting country is providing at least the same level of protection as the Canadian system * The process consists of 3 major steps: trigger, pre-assessment and conducting the assessment Side note: In the event that 3rd party certification schemes are applicable to the foreign country’s food safety systems, the CFIA will consider the third party’s involvement as part of the foreign country’s food safety systems * A list of countries can be chosen based on various triggers. These countries are reviewed for prioritization and planning in the pre-assessment stage * The decision to choose a country is done on a case-by-case basis. A pre-assessment checklist should be prepared to effectively capture the justification and facilitate the decision-making process Established criteria is noted on the next slide * Regulatory Requirements – Subject to section 171(3) the proposed SFCR, recognition of an exporting country’s meat and shellfish inspection systems is a pre-requisite to importation into Canada Experience, knowledge and confidence in the exporting country’s system - (ie. Existing relationship, results of audits/inspections by exporting country etc.) Cost- determine the costs to conducting the assessment Industry’s priorities – consider Industry’s priorities (ie. Export) Risk category of imports from the exporting country – priority given for high risk foods Existing history and volume of trade
