Wang 引言 本文是一篇实际案例的探讨文字，为作者发表于2001.5.25中华民国产物保险公会之演讲稿。 发生于台湾东海岸的阿玛斯轮油污案，引发台湾内阁第一次较有规模的改组，这个案子因此颇值得一提。 本案迄今的处理包括油污清除、沉船移除、残油抽出、赔偿谈判、监察院之调查及相关单位之处分等，表面上似乎已经告一个段落，实际上各项疑点则根本未予澄清，这种结果不但为将来类似案件造成模糊不清的定位，亦可能引起类似的错误再度重演，为诫来兹，特为本案做一个较不偏颇的检讨。 Forewords This is a text paper of speech which I delivered in The Non-life Insurance Association of the Republic of China on May 25, 2001. The subject vessel “Amorgos” oil pollution case happened in the beginning of 21st century near the east-coast of Taiwan. It was not as serious as those wrong steps taken by the new government of Taiwan. The wrong recorded facts include jammed situation of cross-strait relationship with Mainland China, swinging nuclear policy, four workers died in a sudden swollen crook water named “Ba Chang” crook that tested and reflected the slow motion of the Authority, the no way out from the new wave of global economic recession, the increasing of job loss ratio which caused the increasing of suicide cases, the slow down of re-construction process for the earthquake happened in September 21, 1998 etc. However, the case actually incurred a consequential reformation of the new Government. It is thus worthy for us to talk about. Since it have been about five months till then and seemed going to be closed by the Authorities. The true facts still not published or understood by the people here.
