安 徽 财 经 大 学 本 科 毕 业 论 文 论文题目新农村建设中的资源浪费 及对策研究 院 (系) 财政与公共管理学院 所在班级 2010级 行政管理(1)班 姓 名 张高翔 学 号 2010990027 指导老师 袁华萍 讲师 日 期 2014年5月25 PAGE 7 【内容提要】上世纪五十年代，我国提出了建设社会主义新农村的口号，当时主要是以农促工，优先发展工业，这为后来城乡二元结构的矛盾埋下了伏笔。改革开放以后，家庭联产承包责任制是建设社会主义新农村的产物。进入二十一世纪，我国由于城镇化和现代化进程的要求，开始进行了新时期的社会主义新农村建设，但是在新农村建设过程中，出现了各种资源浪费现象，给资源合理利用和新农村建设带来了巨大的阻碍。本文从探究新时期社会主义新农村建设提出的背景出发，从新农村建设中的资源浪费现象着手，重点阐述基础设施重复建设、土地资源的不合理运用、水资源浪费以及农村人才资源的流失现象，并剖析这些浪费现象产生的原因，最终提出相应对策来节约资源，从而促进新农村的建设。 【关键词】新农村建设 违章建房 权力寻租 资源浪费 Abstract：The 1950s, China has proposed building a new socialist countryside slogan, which was mainly based on agriculture and promote workers, priority industrial development and urban-rural dual structure for the later conflict foreshadowed. After the reform and opening up, the household contract responsibility system is the product of building a new socialist countryside. Into the 21st century, our country due to the requirement of urbanization and modernization, began a new era of building a new socialist countryside, but in the new rural construction, there have been all kinds of waste of resources, to the rational use of resources and new rural construction tremendous obstacles. This paper explored the new era of socialist new countryside construction background made ??starting from the new rural construction started in waste of resources, focusing on infrastructure duplication, irrational use of land resources, water resources, waste and loss of human resources in rural phenomenon, and to analyze the causes of these wasteful and ultimately propose appropriate countermeasures to conserve resources, so as to promote the construction of new countryside.
