城市集中供热进行市场化改革的问题分析及对策研究 城市集中供热进行市场化改革的问题分析及对策研究 摘 要 城市集中供热是我国北方城市公用事业的重要组成部分,是人们正常生活 和工作的物质保障,集中供热的好坏关系社会稳定大局。本文从集中供热行业 的发展现状出发,结合我国城市集中供热的实际情况,认真分析进行市场化改 革会遇到的问题,并针对这些具体问题提出了解决和防范的措施。 本论文首先从城市集中供热基本发展情况和运营状况介绍了我国城市集中 供热行业的发展现状,简述了集中供热的优越性,并根据国外城市集中供热运 行管理状况,分析对我国城市集中供热改革的启示,进而提出我国城市集中供 热市场化改革的理论依据和现实依据。 其次,深入分析城市集中供热行业自身存在的以及进行市场化改革所面临 的产权问题、经济问题、社会问题、政治问题。产权问题分析反映出模糊的权 属关系、模糊的职责关系、不明晰的企业财产关系三项内容;经济问题分析反 映出企业效率低下、费用成本高、热费定价不合理、投融资困难大四项内容; 社会问题分析反映出社会保障制度不完善、矛盾问题多、威胁社会公共安全三 项内容;政治问题分析反映出易出现授权失衡、威胁政府合法性两项问题。 昀后,针对城市集中供热行业现存的问题 和进行市场化改革所面临的问题 进行对策研究,明确了城市集中供热市场化改革的突破口,并从建立明晰的产 权制度、改善市场运营管理模式、建立市场化改革社会公众参与机制、强化市 场化过程中的政治风险控制四大方面提出了对策建议。 关键词:城市集中供热;市场化改革;问题分析;对策研究1 城市集中供热进行市场化改革的问题分析及对策研究 AbstractUrban central heating is the important part of public utilities in northern city of China, and the material guarantee of people’s daily life and work. The actual results of central heating, good or bad, concern the social stability. From the current situation and actual situation of the central heating development perspective, this thesis analyzed these problems which market reformation will meet and put forward solving measures and preventive measures according to these problems Firstly, the thesis introduced the development situation of central heating industry in our country from the development situation and operation situation of the urban central heating. It described briefly the superiority of central heating and analyzed the enlightenment to our urban central heating reformation according to operation and management situation of central heating in the cities abroad, and then put forward the theoretical basis and realistic basis of the urban central heating market reform; Secondly, the thesis analyzed the property right problems, economic problems, social problems, political problems which are the inherent characteristic of urban central heating industry and will be met by market reform.
