摘 要 PAGE I 摘 要 行政领导者，作为社会公共事业的组织指挥者，任何一项社会事业的实施与成功，都离不开行政领导者的组织指挥。然而行政领导者作用发挥的大小，工作成绩的大小，在很大程度上取决于行政领导者的用人艺术。用人是领导的基本职能之一，也是实现领导决策的组织保证。用什么样的人以及如何用人，往往关系到领导工作的成败。 党的十七大提出了全面建设小康社会的新要求，要建设一个富强、文明、民主、和谐的现代化的社会主义强国，需要有一大批有文化、懂科学、善管理、会经营的优秀人才，要使优秀人才脱颖而出，行政领导必须更新用人观念，改变思维方式，真正解放思想，努力树立与社会主义市场经济的新时代适应的人才观念，大胆启用一代新人，这是摆在每个行政领导面前的重大课题。 行政领导用人艺术，就是指行政领导者在行政领导实践中的所表现出来的高超的用人技巧。行政领导者的各项决策，在决策之前需要参谋人员出谋划策，在决策之后需要有关人员再组织落实，而这些人员还必须是具有较高的组织、管理水平和专业技术水平的人，即管理人才和技术人才。再次，行政领导者在公共活动中，也需人才鼎立相助。行政领导者工作千头万绪，但最重要的就是两条，即决策和用人。而决策方案的实施和决策目标的实现又依赖于人才。因此，行政领导者注重用人技巧，选好用好人才十分关键，对于保证行政领导实践活动的顺利进行十分重要。 本文对目前我国行政领导者在用人艺术上存在的问题及原因进行剖析，然后根据存在的问题提出了相应对策，为日后行政领导在选人用人方面供借鉴。 关键词：行政领导者；人才；用人艺术 Abstract PAGE II Abstract The administration leader, be the organization director of the social public enterprise, any implement of social business and success, all can not get away from the organization conductor of the administration leader.However the size that administration leader function develop, the size of the work result, be decided by the administration leader to a large extent of with persons art.Use the person is one of the basic working talents of the leadership, is also a realization leadership the organization assurance of the decision.Use what kind of person and how use the person, usually relate to the success or failure that leadership work.
