乡村振兴背景下大连特色乡镇体系构建研究 张博钰，傅鼎 摘要：党的十九大报告中正式提出乡村振兴战略以来，围绕着“乡村振兴”议题，“特色小镇” “特色乡 镇” “田园综合体”等层出不穷，然而由于村镇本身的内生动力不足，前期盲目的外来投资带来大量低效 同质化竞争，导致资本退潮后便迅速没落。本文立足于大连市发展现状与资源特征，利用GIS 软件与层次 分析法，对各乡镇特色资源价值和开发潜力进行综合评估，识别出具有发展潜力的特色乡镇，构建特色乡 镇体系，最后提出相应的产业布局与发展路径指引。研究发现，对于本身动力有限的大部分乡镇而言，需 要挖掘本地的特色，整合周边资源，构建特色乡镇体系，以形成“合力”，并通过优势产业的振兴，从而 实现自身的造血功能，并最终实现生活富裕的民生目标。 关键词：乡村振兴，特色乡镇体系构建，特色资源，大连 Abstract: Since the party’s 19th National Congress report officially proposed the rural revitalization strategy, around the theme of “revitalization of rural areas”, “characteristic towns” and “idyllic complexes” have emerged one after another. However, due to the lack of endogenous power in the villages and towns, the blind foreign investment in the previous period brought a lot of inefficient and homogenous competition, which led to the rapid decline of capital after the tide. This paper is based on the development status and resource characteristics of Dalian, using GIS software and analytic hierarchy process to comprehensively evaluate the value and development potential of each townships characteristic resources, identify characteristic townships with development potential, construct a characteristic township system. Finally, it proposed corresponding industrial layout and development path guidance. The study found that for most towns with limited power, it is necessary to tap local characteristics, integrate surrounding resources, and build a characteristic township system, to form a combined force and to achieve the revitalization of advantageous industries, to achieve their own hematopoietic function, and ultimately achieve the goal of living a prosperous peoples livelihood.
