PAGE PAGE II 摘 要 金融租赁是迎合现代经济发展需求的金融业新生力量。近些年来，随着我国经济发展水平的提高，和人们对新兴经济形式的不断探索，金融租赁业在我国获得了较快的发展与极大的进步。我国的金融租赁业发展已有30多年的时间，对21世纪的中国经济发展具有相当重要的意义。在经济繁荣时期，金融租赁能充分发挥金融功能，推动经济蓬勃发展；在经济萧条时期金融租赁既担当起“强心针”角色，又充分发挥其促销功能，推进投资和消费，促进经济的良性循环。金融租赁是刺激投资、克服投资萎缩的有效手段，在一定程度上避开国家货币政策波动的影响，对国家宏观经济稳定增长起到了积极作用。当然，对于吉林省，更加需要金融租赁业务对经济进步的助推作用。 就目前来看，虽然中国交通银行吉林省分行在2009年就开展了金融租赁业务，但是由于资产负债率高，至今也没发展起来。本文从界定金融租赁概念、种类及商业银行开展金融租赁业务的意义入手，在分析天津市商业银行发展金融租赁业务的成功案例基础上，探讨了吉林省商业银行开展金融租赁业务的可行性，并提出吉林省商业银行开展金融租赁业务的策略。 关键词: 吉林省 商业银行 金融租赁 策略 Study on the Strategy of Commercial Bank of Jilin Province to Carry out Financial Leasing Business Abstract:Financial leasing is the financial industry new force to meet the needs of modern economic development.In recent years, with the improvement of economic development level and the new economic forms that people constantly explored,the financial leasing industry has rapid development and great progress in our country.The development of financial leasing industry in China has been for more than 30 years,it has important implications for the economic development of China in 21th Century. In a period of economic prosperity,the financial leasing gave full play to financial functions to promoting economic development; in the economic recession the financial leasing industry not only played a role of booster , but also gave full play to its function of promotion, and then promoted investment and consumption, it has promoted the economic benign cycle.Financial leasing is an effective means of stimulating investment and overcoming investment atrophy ,avoiding the impact of national monetary policy fluctuation, it has played a positive role of ensuring stable development of national macro economy.Sure，Jilin Province need more to boost financial leasing business for economic progress.
