电子政务环境下的政府自然灾害应急管理机制建设 黄敏 摘要：随着社会的不断进步，一些突发事件和重大灾害也在不断发生。除了恐怖主义事件、技术性事故、交通事故等新的灾害事故不断增多外。传统的灾害，如：火灾、洪水，台风、地震等自然灾害也在日益突出，给社会的经济发展和人民的生命财产带来严重的危害，给政府的应急管理带来严峻挑战和考验。预防和应对自然灾害是每个国家不可推卸的责任和义务。基于电子政务视角的应急管理机制研究，使应急管理机制有了一个新发展。本文先从介绍关于电子政务和自然灾害管理机制的概念入手，明确其概念。然后通过分析我国自然灾害应急管理机制的不足，得出其在电子政务下的解决方法。本文通过在应急管理与电子政务寻求一个切入点，探讨电子政务环境下的应急管理机制，为自然灾害应急管理的建设提供新的发展思路和初步理想框架。对我国政府应急管理能力的提高和现代管理科学理论的深化发展有深刻意义。 关键词:电子政务;自然灾害;应急管理 Abstract:With the constant progress of the society, some unexpected events and major disasters have occurred in.In addition to terrorism, technical accident, traffic accident and so on new disasters continuously increase.The traditional disaster, such as: fire, flood, typhoon, earthquake and other natural disasters are also increasingly prominent, to the social economic development and peoples life and property seriously harm, to the government emergency management bring grim challenge and test.Preventing and responding to natural disasters is each country the unshirkable responsibility and obligation.Based on E-government perspective of emergency management mechanism, so that the emergency management mechanism has a new development.This thesis starts from the introduction of the electronic government affairs and the management of natural disasters mechanism concept, define its concept.Then through the analysis of Chinas natural disaster emergency management mechanism is insufficient, the E-government in the solution.This article through the emergency management and electronic government to seek a breakthrough point, discuss the electronic government affairs environment emergency management system for natural disaster emergency management, the construction provides a new development thinking and the preliminary ideal framework.On our government emergency management capability and modern management science theory to deepen development has profound significance.
