摘 要 编制制度是我国人事制度的基础，近年来我国编制制度不断改革，在改革过程中许 多中小学校出现编外聘用教师的现象，带来一系列风险和问题。为了推进我国教师编制 政策的改革与完善，响应习近平总书记对防范化解重大风险、提高风险防控能力的号召， 支持教育行政部门对相关现象问题实施管理，本文对中小学校编外聘用教师现象进行研 究。研究对象的范围限定为我国公办中小学中，教育部门或学校根据实际的教育发展需 要，在政策规定的教师编制标准之外，聘用从事教育教学相关工作的教职人员的现象。 本文运用风险管理理论指导对中小学编外聘用教师现象的分析，遵循“识别预警— —分析评估——应对防范”的研究框架。采用文献法、访谈法和问卷法收集研究资料， 在全面梳理和认识中小学编外聘用教师现象的基础上做类属分析，分门别类进行风险识 别和度量评价，结合公共治理理论对评估到的中小学编外聘用教师风险提出对策建议。 具体来说，本文的内容是这样构成的：第一章绪论部分对本文的选题来源、研究意 义、研究的逻辑框架和方法做了解释和说明。第二章是对中小学编外聘用教师现象进行 风险管理前期的准备工作，通过对编外聘用教师现象进行历史梳理和总结归类弄清楚现 象。第三章是按照现象分类进行具体情况分析和风险识别。第四章是运用层次分析法和 模糊综合评价法对识别到的风险评估做测量评估。第五章结合治理理论对风险管理的决 策进行分析，分为两节，第一节风险防范是分析每个风险具体的管理措施，第二节风险 治理是综合的风险管理决策方法。第六章为结论部分。其中，前两章对中小学编外聘用 教师现象做了全面清晰的剖析，认清其本质；第三至五章为风险管理分析的主要部分， 第三章的风险识别和第四章的分析评估为第五章的风险应对防范提供依据；第六章总结 全文的创新和不足，得出研究结论和政策启示，从理论跨越到了实际应用中，实现了全 文理论与实践的结合。 关键词：编外聘用教师；中小学教师编制；风险管理；风险治理 I Abstract The establishment system is the foundation of the personnel system in our country.
