黑龙江省耕地保护政策执行问题及对策研究.pdf

摘 要 摘 要 耕地为人类社会的进程提供了依托，同时为人类的生存与发展提供必要物质基础。 耕地资源异常珍贵，主要是因为它本身的有限性与不可再生性。保护耕地是为了实现人 类社会的可持续发展，由此，保护耕地的观念已经得到全社会的一致认同。黑龙江省作 为农业大省，有着得天独厚的优势，黑土地土壤肥沃，耕地资源丰富，有利于农业经济 的发展。但是，黑龙江省耕地保护政策执行过程中，政策执行缺乏监管、耕地保护政策 缺乏系统性致使耕地保护目标难以实现。 论文通过界定耕地和公共政策执行的基本概念，依据政策执行过程模型、政策执行 循环模型、政策执行综合模型等基本理论，系统地分析了2014-2018年黑龙江省制定并 实施的耕地保护政策。对黑龙江省耕地保护政策执行现状进行研究，依据此总结出政策 执行中存在政策执行对象的政策认同感低、政策执行资源不足、政策执行出现偏差、政 策执行不到位等问题及成因。通过借鉴了日本，韩国，浙江省，安徽省关于耕地保护政 策执行的优秀经验，从中获得启示，认为应该从加强耕地保护政策的宣传、加强政策执 行资源的投入、完善政策执行监督管理机制以及完善相关配套措施，促进政策执行等方 面，提出针对黑龙江省耕地保护政策执行问题的措施。 关键词 耕地保护政策；政策执行；政策宣传 - I - 哈尔滨商业大学硕士学位论文 Abstract Cultivated land provides the support for the process of human society, and provides the necessary material basis for human survival and development. Cultivated land resources are extremely precious, mainly because of its own limited and non renewable. The purpose of protecting cultivated land is to realize the sustainable development of human society.
