In addition, some problems , if not solved in time, might deteriorate and even cause irreversible loss. In 2003, SARS emergyed in China and spread all over the country within months. If the resolution and therapy cannot catch up with the spread of the virus, more people would die. All these cases above are truly immediate and should be dealt with in time. However, not all immediate problems are truly “immediate” as people define. When it comes to the improvement fo city entertainment facilities and the expansion of market of luxuris, which are being addressed with large budgets cost, the “immediate” ones should give way to more “immediate” ones. Additionally, some “immediate” problems for one group are not “immediate” to others. Like the hardship to define “immediate” accurately, it is also difficult to identify “anticipated” problems clearly in some cases.
