摘要 农业现代化是我国农业发展的必经之路，实现农业现代化必须建立一批有文化、 会技术、善经营管理的新型职业农民。我国是农业大国，“三农”问题的解决是实 现农业现代化的关键，农民问题是 “三农”的核心纽带，它关系到国家经济繁荣和 社会稳定。农民是农业现代化发展的主体，要实现农民的现代化，必须提高农民整 体素质，推动我国农业现代化发展，让农民成为有吸引力的职业，这是解决“三农” 问题的根本途径。目前来看，我国劳动力素质和结构还不能完全满足农业现代化发 展需要，因此，加快开发农村人力资源，将农村人口劣势转变成人口优势，最终实 现人民共同富裕、乡村全面振兴。 本文将梁平区的新型职业农民培育作为主要研究范围。以新型职业农民为主体， 运用了文献研究法、问卷调查法和访谈法等研究方法；比较了传统农民与新型职业 农民的区别，运用了人力资本理论、公共产品理论和马斯洛的需要层次理论等作为 理论支撑；结合本文的研究背景、目的及意义，系统分析了梁平区新型职业农民培 育现状的组织形式、培训成果、课程设置、师资队伍、培训教材、保障措施；梁平 区存在农民文化素质偏低、农民科技素质不高、农民经营管理素质较低、农民自主 参与意识较弱、政府支持力度不足、培训单位教学管理不健全等问题，从政府、培 训单位、农民三个角度分析问题产生的原因；结合美国、德国、日本新型职业农民 培育的实践经验，对梁平区新型职业农民培育工作提出对策，培育一批有文化、会 技术和善经营管理的新型职业农民队伍，提高农民主体意识、端正学习态度，强化 政府支持力度、完善政策扶持体系，巩固培训单位责任、加强培育机制建设等。 关键词：新型职业农民 培育 I ABSTRACT Agriculturalmodernization is the onlyway of agriculturaldevelopment in Our country. To realize agricultural modernization, we must establish a group of new-type professional farmers with culture, skill and good management. China is a large agricultural country, and the solution of the problems concerning agriculture, rural areas and farmers is the key to realizing agricultural modernization.
