Ecological environment is a prerequisite of economic development,it provide a lot of resources and energy for economic development, and economic development is the guarantee of the ecological environment . Mineral resources are the survival of human society and an important material basis for the protection of economic development.It is necessary to establish eco-compensation mechanism to achieve a sustainable development ecological environment.There summarizes the foreign‘ domestic mineral resource development of the advanced experience of ecological compensation,including the U.S, Australia etc. taken after comparing our results with the place worth learning. 关键字 矿产资源(Mineral resources) 生态补偿(ecompensation) 目录 1.矿产资源生态补偿机制的国内外研究综述 二十世纪五六十年代以来，由于在矿产资源开发中生态环境问题逐渐突出， 世界各国特别是发达国家均采取了大量的生态补偿措施来解决这一问题，其中包 括消费税、生态税、收入税、资源税(费)等。所征收的税费中,多是遵循“谁破坏 谁补偿 “、”谁受益谁治理 “的原则，许多国家不仅从法律规范上，也从经济政 策上对生态补偿进行支撑，以此来弥补市场手段的不足。 1.1 国外相关研究综述 1 生态补偿(Eco 一 compensation)在近年来,是一个不断升温的热点问题。 国外对生态补偿的研究较早，国外学者在研究生态补偿时，通常使用的是生态服 务付费 (Payment for ecosystem services,PES)或生态效益付费(Payment for ecological benefit,PEB)等概念。卡佩斯将生态补偿定义为， “对在发展中对生 态功能和质量所造成损害的一种补助，这些补助的目的是为了提高受损地区的环 境质量或者用于创建新的具有相似生态功能和环境质量的区域。” 早在 1870 年代，美国马萨诸塞州大学
