河北省政策性农业保险发展中存在的问题研究.docVIP

经典专科、本科、硕博、研究生、期刊毕业论文 经典2019成稿 仅供参考 PAGE 精心整理 仅供参考 勿用作商业用途 摘 要 政策性农业保险作为一种分散农业风险的重要工具，可以提高农业生产抵抗自然灾害的能力、减轻自然灾害给农户造成的损失、提高农户的生产积极性、对于保障农户收入和促进农村的经济稳定发挥着重要作用。河北省的政策性农业保险自从2007年恢复开办以来经过了10多年的探索和发展取得了一定的效果，但仍然存在些许不足之处。本文结合了河北省农业保险的发展现状，对河北省政策性农业保险发展中存在的农民参保意识淡薄、法律法规不完善、监管缺失、缺乏产品创新和缺乏巨灾分散机制等问题进行了分析，提出了增强农民的参保意识、完善相关法律法规、加强农业保险监管等促进河北省政策性农业保险发展的建议。 关键词：河北省；政策性农业保险；财政补贴 ABSTRACT Policy agricultural insurance as an important tool to decentralize agricultural risks. It can improve the ability of agricultural production to resist natural disasters and reducing the losses caused by natural disasters to peasant households and improving their enthusiasm for production. Policy-based agricultural insurance in Hebei Province plays an important role in guaranteeing farmersincome in Hebei Province. Since the resumption of policy-oriented agricultural insurance in Hebei Province in 2007, after more than 10 years of tortuous development, certain results have been achieved. This paper combines the development status of policy-based agricultural insurance in Hebei Province. This paper analyses the problems existing in the development of policy-based agricultural insurance in Hebei Province, such as the weak awareness of farmers participating in insurance, the imperfection of laws and regulations, the lack of supervision, the lack of product innovation and the lack of disaster decentralization mechanism. Some suggestions are put forward to promote the development of policy-oriented agricultural insurance in Hebei Province, such as enhancing farmersawareness of participating in insurance, improving relevant laws and regulations, and strengthening the supervision of agricultural insurance.
