In view of the new changes of state-owned assets administration means，the purpose of this thesis is to research several sides of policy and operation environment concerning of Baosteel, takings it as type.Then, adjusting the tactics to achieve new developmentThe thesis consists of four main chapters. First chapter analysed the process of state-owned assets administration means reform. Analysed disadvantages of the former multi-facts slate-owned assets administration means by using the way of confide—agency theory,the necessity of establishing the large enterprise circle invested mans system,Analysed the main aim to establishing invest of mans system .Pointed out essentiality and typicalness about research of state-owned assets administration means. Second chapter analysed trade and environment of ironsteel, analysed present situation，chance and challenge of baosteeL Analysed baosteels new development strategy.Then^according to baosteePs practice, the relations between baosteel and state-owned assets administration means were pointed out. Third chapter analysed influence on baosteel because of changes of state-owned assets administration means.Pointed out whether baosteel can finally achieved the new target or not^a significant fact is that,baosteel must understand and closely grasp changes of state-owned assets administration means^insist of investing mans monitoring mechanism,establishing contemporary marketplace system,the investment system reforms, evaluation of achievements andGo Abroad ”Strategy,etc. The 4th chapter postulated measures to achieve baosteers new target,There are five main measures baosteel can undertake.All these measures formed an integrated tactful system.As a word ,it may easly adjust the tactics,make baosteel acquire
