Abstract  In order to respond to the challenges and effectively control the HIV epidemic in  focus areas and populations, the Chinese Ministry of Health (MoH) launched the  China Comprehensive AIDS Response Program (China CARES) in two phases starting  in 2003 covering a total of 127 individual geographic areas.  The areas included  counties, cities and districts, but will be referred collectively in this document as sites.  The  China  CARES  program  was  launched  in  28  provinces,  municipalities  and  autonomous regions (excluding Beijing, Tianjing and Shanghai) as well as within the  Production and Construction Corps of Xinjiang in China, covering more than 40,000  administrative villages, 2,468 families and a total population of 81.63 million. A total  of 53,981 hospitals at all levels were also included.   The overall goal of China CARES was to explore a comprehensive HIV control and  prevention mechanism consistent with local situations to prevent the further spread  of HIV through mother to child transmission.   During the five years from 2003 to  2008, China CARES played an exemplary role in the national HIV/AIDS prevention and  control program through emphasizing work priorities, establishing a working network,  reinforcing staff capacity, streamlining work processes and yearly indicators, adapting  to local conditions and sufficiently accounting for local social, cultural and economic  backgrounds and epidemiological characteristics to explore a locally adapted, feasible  and  appropriate  working  mechanism.  In  addition,  by  consistently  summarizing  experiences and  lessons  learned, the successful experience of China CARES  has  expended across China.    Over the five years of its practice, all of the objectives set by China CARES have  been achieved, including:   1. The surveillance system has been improved. HIV screening labs have reached  412.   2.
