PAGE PAGE I 山东省民间金融发展困境及对策研究 摘 要 民间金融的规范性与创新性发展，是发挥民间金融积极作用，推动山东省经济社会快速发展与维护金融稳定的重要保障。一方面，民间金融作为正规金融机构的补充，解决了中小企业、民营经济和普通民众贷款难、融资贵的问题；另一方面，民间金融机构的混乱，扰乱了金融秩序，造成新的社会问题。本文通过对国内外文献的梳理，分析山东省民间金融发展困境，结合当前发展民间金融现状，针对民间金融发展过程中的借贷市场不规范、信用环境建设滞后等问题，从民间金融产品单一、民间金融服务滞后、民间金融潜在风险大等方面剖析问题产生的原因，最后从改革和完善农村监管体系、优化民间金融市场环境、优化民间金融效率、丰富民间金融产品种类等方面提出相关对策建议。 关键词：民间金融；发展困境；对策研究 Abstract The normative and innovative development of private finance is an important guarantee to give play to the positive role of private finance，promote the rapid economic and social development and maintain financial stability in shandong province.On the one hand，private finance，as a supplement to formal financial institutions，has solved the problems of difficult and expensive loans and financing for small and medium-sized enterprises，private economy and ordinary people.On the other hand，the chaos of private financial institutions has disrupted the financial order and caused new social problems.This article through to the domestic and foreign literature，analysis of shandong folk financial development dilemma，combined with the current development of folk financial status quo，in view of the folk lending market is not standard in the process of financial development lag， the credit environment construction and other issues，from folk diversity and variety of financial products and services，folk financial regulatory system，the folk financial market environment and the folk financial service efficiency，etc，analyze the cause of the problem，finally from cultivating rural financial system，supporting The Aural Banks and perfect the folk financial regulatory system， etc，put forward relevant countermeasures and suggestions.
