PAGE PAGE I 工程项目的安全管理分析与研究 摘要 本文以完善工程项目的安全管理为研究目标，比对国内外工程项目安全管理的方法和经验，分析工程项目安全管理的现状与特点，结合自身的知识储备和对相关文献的参考，把“安全第一，预防为主”作为主要方针，对工程项目的安全管理进行分析与研究。以工程项目安全施工管理与人员管理作为切入点，总结出人的因素、管理自身的因素、消防安全的因素，机械设备的因素和环境的因素五个不同的层次结构，分析出工程项目安全施工管理与人员管理中所存在的安全缺口，并找出相应的完善方式。接着，结合事前控制、事中控制、事后控制三方面，对工程项目安全风险管理进行分析，对其评价指标因素进行分析，从而提出相应的方案完善风险管理体系，使得工程项目的安全隐患可以消失于无形中。最后，总结以上经验，提出工程项目安全管理体系优化的解决思路，贯穿工程项目的全生命周期对安全管理进行架构设计，并提出保障措施，从而为工程项目的安全管理搭建一套科学合理的管控体系，保证工程项目的安全管理可以与时俱进，满足社会安全文明的生产需求。 关键词：工程项目安全管理；安全施工管理与人员管理；安全风险管理；安全管理体系 Abstract In this paper, in order to improve the safety management of the project as the research target, the comparison method and experience of project safety management at home and abroad, analysis the present situation and characteristics of project safety management, combined with their knowledge reserves and reference of related literature, the safety first, prevention first as its main principle, analysis and research on the safety management of the project. In engineering construction project safety management and personnel management as the breakthrough point, summed up the human factor, management own factors, fire safety, machinery and equipment factors and environmental factors in five different levels of structure, analysis of the engineering construction project safety management and personnel management in security gap, and find out the corresponding perfect way. Then, combined with pre-control, in-process control and post-control, the project safety risk management is analyzed, and its evaluation index factors are analyzed, so as to put forward the corresponding plan to improve the risk management system, so that the project safety risks can disappear in the invisible.
