山西省高新技术产业发展存在的问题及对策研究最新经济学论文】.pdf

摘要 近年来，我国高新技术产业发展迅速，出现了大批高新技术产业园区，高 新技术产业总产值迅速增长。山西作为我国的能源大省，传统产业在国民经济 中占的比例很重，污染严重，为加快产业结构优化升级步伐，发展高新技术产 业是山西省实现经济转型的必由之路。 为加快山西省高新技术产业的发展，本文对高新技术产业的概念和有关理 论进行了回顾和总结，在此基础上分析了山西省高新技术产业的现状，指出了 影响山西省高新技术产业发展的主要问题，如高新技术企业数量少，规模小， 缺乏竞争力；高新技术产业化能力弱，创新能力不足；高新技术产业投入不足 等。通过比较分析总结了国内外发达地区高新技术产业发展的成功经验，以为 山西省的发展模式选择提供依据。针对山西省高新技术产业的发展中存在的主 要问题，从建立宽松的人才制度，吸引更多优秀人才；完善高新技术产业发展 的投融资体系；构建完善的中介组织体系；完备的法律体系支持四个方面提出 了对策建议。最后，紧密结合山西省优势产业的地区特征，提出了建立高新技 术产业基地的建议。 【关键词】高新技术 发展模式 产业基地 对策研究 3 Abstract In recent years, Chinas high-tech industry has developed rapidly, there have been a large number of the high-tech industrial parks.
