黑龙江农产品出口应对绿色壁垒的策略 ———————————————————————————————— 作者： ———————————————————————————————— 日期： 摘 要 随着社会进步和科技开展的日新月异，人们的环保意识日益加强“绿色消费〞已经成为一种时尚，可持续开展战略也已成为世界各国经济开展的主题。在这种社会历史背景之下，以欧盟、美国、日本、为代表的兴旺国家凭借其科技、技术优势适时推出以环保法规、平安卫生标准、绿色标志认证等为主要内容的绿色贸易壁垒，对市场准入设置了极为严格的条件。绿色壁垒的出现，一方面对于人类及动植物的安康和平安，保护生态平衡意义重大。另一方面，由于国际社会贸易保护主义的抬头，关税、配额、许可证等传统的贸易壁垒逐渐软化，绿色壁垒又成为兴旺国家实施贸易保护主义的新借口。绿色贸易壁垒的迅速开展，对我省对外贸易产生了巨大影响，尤其是严重影响了我省的农产品的出口。本文从绿色壁垒的含义、特点、表现形式入手，指出了我省农产品出口应对绿色壁垒的现状，并分析了我省农产品应对绿色壁垒存在的问题，最后针对绿色壁垒的新的变化形式，从多个角度提出了我省农产品出口应对绿色壁垒的一些相关对策及建议，旨在寻求一种有效的合理的措施为黑龙江省农产品扩大出口提供思路。 关键词：黑龙江；绿色壁垒；农产品出口 Abstract With the social progress and the development of science and technology is developing rapidly, and the peoples awareness of environmental protection is strengthened day by day green consumption has become a kind of fashion, the strategy of sustainable development has become the theme of the economic development of all countries in the world.
