PAGE PAGE 39 基于征信视角的企业信用管理研究 摘要：信用是市场经济运行的基础和前提，企业进行信用管理既能为企业带来效益，也有利于我国信用体系的建设。然而由于我国信用交易规范不完善、信用意识淡等原因，企业交易失信行为颇多，对企业收益和国民经济都带来巨大损失。征信作为企业信用管理的重要措施，能够从外部约束为企业提高自身信用管理水平、了解交易企业的信用管理水平带来极大便利。本文在回顾已有的研究成果基础上，为了更好地提高我国企业信用管理水平和营造良好的商业信用体系，分析了我国企业信用管理和征信的发展概况，指出征信在我国发展的不足之处以及因此给信用管理带来的不利影响，并以物流业为例探讨如何基于征信视角提高企业信用管理水平。最后从政府、征信机构和企业三个层面，提出相关结论建议，从而促进我国企业信用管理建设。 关键词：企业信用信用管理征信 Research on the corporate credit management from the perspective of credit investigation Abstract: Credit is the basis and premise of economy operation. However, due to the inadequate specification of credit transactions, weak credit awareness and so on, there are a lot of dishonesty corporate transactions, which have brought huge losses to corporate earnings and the economy. As an important measurement of enterprise credit management, credit investigation brings great convenience to the improvement of the corporate credit management and their understanding of other companies’ credit condition from external restrictions. Based on existing research, in order to improve the corporate credit management and create a good business credit system, this paper analyzes the current situation of enterprise credit management and credit investigation in China. Then this paper points out the problem in credit investigation’s development and its bad influence on credit management. Taking the logistics company for example, this paper analyzes how to improve the credit management from the perspective of credit investigation. At last, there are some advice to promote the construction of enterprise credit management in terms of government, credit investigation agency and company. Keywords: business credit credit management credit investigation 一、导言 （一）研究背景和意义 1、研究背景 信用缺失是目前我国经济与社会发展的突出问题之一。据商务部提供的数据显示，我国企业每年由信用缺失带来的直接和间接经济损失高达6000亿元。从我国实际情况来看，企业信用缺失主要表现为：资金信用、商业信用和商业信誉这三个方面的缺失。资金信用方面主要表现为企业拖欠银行贷款。据中国人民银行调查统计，改制企业中一般存在逃债现象。通过中国人民银行2001年公布的数据可以看出，截至2000年底，共有62656户改制企业在工行、农行、中行、建行、交行这5家商业银行开户，经金融债权管理机构认定，其中逃废银行贷款本息18
