PAGE PAGE 18 劳动力密集型产业转型升级中的政府职能研究 ——以慈溪小家电产业集群转型为例 摘要：2008年全球性的金融危机爆发之后，浙江省的劳动密集型行业受到了严重的冲击。仅2009年一年，全省倒闭的劳动密集型企业就超过了3700家。在这样的背景下，劳动密集型行业的产业升级已经成为浙江劳动密集型产业发展的必由之路。而从历史发展的经验和我国的现实状况来看，企业的产业升级，离不开相应的政府职能的发挥。 然而，就目前的研究情况来看，研究者很少对不同的集群类型的产业升级进行相应讨论。因此，在本文的研究当中，关注浙江劳动力密集型企业的产业升级现状，并且重点分析政府在劳动密集型产业升级当中相应职能的发挥。以市场失灵理论作为主要的理论框架，来分析劳动密集型产业升级当中政府职能发挥的边界。并以慈溪市小家电产业集群为例进行实例分析，讨论政府职能发挥的合理性和不足，并且给出相应的政策建议。 关键词：劳动密集型产业；产业集群；政府职能；市场失灵 Research on the functions of the government in labor-intensive industry transformation and upgrading ——cixi appliance industry cluster as an example Abstract:After the 2008 global financial crisis, Zhejiang province labor intensive industry suffered serious impact. Only a year in 2009, the provinces labor-intensive enterprises fail to more than 3700. In this context, labor-intensive industries, industrial upgrading has become Zhejiang the route one must take the development of labor-intensive industries. From the experience of historical development and the reality of our country, industrial upgrading of enterprises, play the functions of the government cannot do without the corresponding. However, at present, there are very few studies of the corresponding discussion on different types of cluster industry upgrade. Therefore, in this study, pay attention to Zhejiang labor-intensive enterprises to upgrade of industry, and focus on the analysis of the government play in the labor intensive industrial upgrading in the corresponding functions. The market failure theory as the main theoretical framework, to analyze the labor intensive industrial upgrading which the government function boundary. Taking the Cixi small appliance industry cluster as an example, discusses the functions of the governments rationality and deficiency,?and puts forward the corresponding policy recommendations. Keywords:Labor intensive industry; industrial clusters; government; market failure 一、绪论 （一）研究背景和意义 随着我国经济的快速增长，产业发展的形态也开始出现了变化。在产业升级和新型工业化的大背景之下，产业集群和块状经济开始成为区域经济发展的新模式，
