PAGE PAGE 18 论浙北地区蚕桑业的衰退及反衰退保障机制 摘要：我国的桑蚕业发展具有悠久的历史，作为一大特色产业，桑蚕业是浙北地区农业的重要组成部分。但是近年来，浙北地区的桑蚕业有所衰退。本文从浙北地区桑蚕业发展的实际情况出发，在提出桑蚕业存在的问题的基础上，对影响桑蚕业发展的因素进行一一地分析，最后得出结论，蚕茧成本和产量在一定程度上影响了经济效益，而蚕茧价格则决定了经济效益。在蚕茧成本中，占比重最大的是人工成本，土地成本的影响程度也在慢慢加强。因此，根据这一分析结果，想要建立浙北地区桑蚕业的反衰退保障机制，就得靠政府和企业的共同努力。政府要提高蚕桑生产技术的创新，推广机械化饲养；建立健全桑蚕生产保险体系，保障蚕农低风险饲养；引导桑蚕专业合作社努力为蚕农服务提高桑蚕循环利用，拓宽桑蚕产业链。蚕农要积极与政府和合作社合作，采纳新技术，提高蚕茧的单产。通过双方的合作来实现浙北地区桑蚕业的长久发展。 关键词：桑蚕业；衰退；经济效益；保障机制；可持续发展 On the Review of the recession and anti-recession safeguard mechanism northern Zhejiang Sericulture Abstract: Our silkworm industry has a long history ，s a major characteristic industry, silkworm industry is an important part of agriculture in northern Zhejiang Province.
