PAGE 22 关于建立完善海关风险管理的研究 摘 要 随着全球经济一体化，国际交往日益频繁，海关监管范围也不断扩大。致使海关面临着严格执法与高效运作的矛盾。原有的海关监管模式已不能适应形势发展的需要，为有效缓解这一矛盾，国内外海关界纷纷将风险管理的思想引入海关管理，建立完善的海关风险管理模式成为国海关共同思考的课题。 本文针对我国海关风险管理现状，进行了分析和研究。正文具体内容主要包括以下五部分：第一部分对海关风险管理进行概要论述，全面剖析了我国海关管理效能的现状，在此基础上阐述我国海关实施风险管理的必要性。第二部分是关于我国海关风险管理实施的构想，该章首先分析了当前海关风险管理理念和实践两个层面上存在的一系列问题，然后提出中国海关风险管理实施的具体构想，包括总体思路和实现途径。第三部分是结合实际，提出了确保海关风险管理有效实施的应注意的问题与建议，为海关风险管理工作的建设提供参考。第四部分是论文的结论，提出了本论文的主要研究结论。 关键词：海关 风险管理 研究 Abstract Along with the global economic integration, international frequently communicating, customs supervision scope expands unceasingly. Aiming at Chinas customs risk management present situation, has carried on the analysis and research. Text specific content mainly includes the following five parts: the first part of the risk management on the general discussion, comprehensively analyzed the current efficiency of customs administration, and based on this, illustrates the necessity of implementing the risk management of customs. The second part is about Chinas customs risk management implementation ideas, this chapter is firstly analyzed the current customs risk management idea and practice of two layers exist on a series of problems in Chinas customs, then puts forward the specific implementation of risk management idea, including overall mentality and realizing ways. The third part is practical, put forward to ensure customs risk management of the effective implementation of the problems that should be paid attention to and recommendations for the customs of risk management of construction to provide
