骨干教师队伍建设的实效性研究 论 文 摘 要 加强中小学教师队伍建设, 是推动基础教育改革和发展、全面实施素质教育 的关键性措施,而加强中小学骨干教师队伍建设, 是建设一支德才兼备教师队伍 的前提和有效途径。自从1999年《面向21世纪教育振兴行动计划》将骨干教师 队伍建设列为“跨世纪园丁工程”的重点以来,各地骨干教师队伍建设已如火如 荼的开展了近十年,但梳理相关文献笔者发现,学术界对其实效性的关注并不多。 因此,本文将从实效性的角度,以浦东新区骨干教师队伍建设为个案,通过问卷 调查、访谈和文献研究等方法来分析我国骨干教师队伍建设实效性的现状。 本文共分五章加以论述。第一章是绪论部分,主要介绍本研究的缘起、目的、 意义和方案等。第二章为文献综述,主要对“二八管理法则”、“ 核心人力资 源”、“ 骨干教师队伍建设”三个方面的研究成果加以整理,以说明本文的理 论基础和进一步研究的必要性。第三章为个案研究,本文依据国家提出骨干教师 队伍建设的原初目的,将骨干教师队伍建设实效性的判断标准分为示范性和 辐射 性两个方面。通过文献资料、问卷调查所得数据和访谈结果进行深入的分析,主 要分三步进行:骨干教师队伍示范性的定量分析;骨干教师队伍辐射性的定量分 析;骨干教师队伍实效性的定性评论--骨干教师队伍建设实效性不高。实效性不 高的具体表现有:骨干教师的师德示范状况不理想;骨干教师的知识能力示范效 果不佳;骨干教师的公开课是为“公开”而非为“课”;骨干教师的科研意识和 科研能力有待提高;“教而优则仕”使部分骨干教师脱离教学一线;骨干教师的 职业倦怠心态产生了不良影响。第四章主要从客观和主观两个方面分析影响骨干 教师队伍建设实效性的因素。第五章是对策建议部分,根据前一章对影响因素的 分析,分别针对教育行政部门、基层学校和骨干教师群体提出对策,以进一步提 高骨干教师队伍建设的实效性。 关键词:骨干教师队伍建设;实效性;示范性;辐射性 ABSTRACT To strengthen the development of teaching staff in primary and middle school, is a key measure to advance basic education reformation and development and to fully carry out education for all-round development, moreover, to strengthen the development of key teaching staff in primary and middle school, is a premise and an effective way to develop a teaching staff with ability and political integrity. Since the development of key teaching staff is highlighted in teachers project for cross century in Facing the 21st Century Education Development Plan of Action in 1999, the development of key teaching staff has been carrying on from place to place for ten years.
