Discuss both views and give your opinion. （2012 年 11 月 3 日 A 类） With the sharp rise of crime rate across the globe, particularly since the devastating financial turmoil in 2008, citizens and governments worldwide have been exhausted and frustrated during the combat against illegal behaviors. There seems to be a popular belief among individuals that authorities, specifically police forces, can hardly reverse this trend and common people should do nothing but hide. Personally speaking, I highly disagree with that. Indeed, the scale and frequency of criminal acts have been beyond control in certain areas, due to the soaring unemployment rate and the unaffordable living expenditure, which are the root causes of numerous robberies. In addition, the detection and prevention for plenty of misbehaviors turn out to be fairly difficult, since the approaches of current crimes are characterized by computerization and digitalization. Nevertheless, under no circumstances should we surrender to evil doers. Various measures could be taken to curb the unfortunate phenomenon. To be more specific, governments ought to enlarge the recruitment and enhance the training of new policemen. Moreover，extra police stations should be established to cover some of the distant and impoverished areas. Public media should broaden the awareness of legislation on a national level and social communities could also do their part by building teams of safety patrol. For individual residents, instead of weeping and complaining, they should have reinforced the security standard of their homes, which could sometimes be simply done by shutting windows a
