I I 经 营 管 理 》 〇 PERATION MANAGEMENT 海外油田开发项目投资决策风险识别及应对 策略 杨莉，刘钧，杨希濮 (中国海洋石油国际有限公司） 摘 要 ：海外油气项目有作业者项目，也有非作业者项目，油藏类型复杂多样，资源国政治经济环境 复杂，项目决策不确定因素多。海外油气项目的决策和运营与国内项目不同，海外油田项目开发前期研究一 般可划分为评价阶段、油田开发方案 （FDP ) 设计阶段和最终投资决策 （FID ) 阶段，国内油田开发前期研 究主要分为预可行性研究、可行性研究和总体开发方案 （ODP )研究三个阶段。油田开发方案获得资源国 政府批准，完成前端工程设计，是海外油田开发项目最终投资决策必备条件。对于中方担任作业者的海外油 田开发项目，投资决策阶段应重点关注地质储量、开发方案、钻完井和工程投资、合同条款及政治经济等风 险。本文结合部分油田实例，从决策程序、技术支持、风险防范等方面提出主要的应对策略。 关键词 ：海外油田；开发方案；投资决策；风险识别；应对策略 Risk identification and coping strategies of overseas oilfield development project investment decision YANG Li , LIU Jun , YANG Xip (CNOOC International Limited) Abstract ：Based on the different project types (operator and non-operator), complex reservoir types, political and economic environment in resource countries, the decision-making is uncertain in overseas oil and gas project.
