沈阳师范大学学士学位论文农业部门对皖北地区家庭农场管理方式研究 PAGE I 摘 要 家庭农场自2013年第一次被写入了中央一号文件，在此之后得到了中央政策的大力支持。2015年，国务院在中央一号文件中提到，要提高农村农业的服务水平和其运行效率，也要适度的扩大家庭农场的生产经营规模。2019年，农业和农村事务部与11个部门一起发布了《家庭农场发展规划实施指南》。近年来家庭农场发展迅速，规模越来越大，但是在实际操作过程中也遇到了不少问题，比如在学术界讨论比较激烈的是家庭农场的内涵界定，还有就是其组织形式的讨论。政府应该需要更好地发挥调控、引导、扶持的作用。所以，通过运用文献分析法和比较分析法来对家庭农场的组织形式与相关农业部门的管理方式进行分析，并得出相关建议。研究通过对个体工商户组织形式下的家庭农场、普通合伙企业组织形式下的家庭农场、有限责任公司组织形式下的家庭农场这三种组织形式进行分析，结合农业部门的相关政策得出结论并提出相关的建议。农业部门应该增加对家庭农场的保险业务，提升对土地流转经营服务的质量，优化农村社会化服务体系，还要大力培养高素质高技术的现代化农民。最后要依据政策需求完善皖北地区家庭农场的扶持制度，以确保农业农村现代化进程的推进。 关键词：家庭农场；组织形式；农业部门；皖北地区；管理方式  Abstract Family farms were included in the No. 1 document for the first time since 2013 and have since received strong support from the central government. In 2015, the State Council mentioned in the No. 1 Central Document that the service level and operation efficiency of rural agriculture should be improved, and the production and operation scale of family farms should be appropriately expanded. In 2019, the Ministry of Agriculture and Rural Affairs, together with 11 departments, published the Guidelines for the Implementation of Family Farm Development Planning. In recent years, family farms have developed rapidly and become larger and larger, but there are also many problems in the actual operation process. For example, the connotation definition of family farms and the organizational form of family farms are discussed heatedly in academic circles. The government should better play the role of regulation, guidance and support. Therefore, this paper analyzes the organizational form of family farms and the management mode of related agricultural departments by using literature analysis and comparative analysis, and draws relevant suggestions.
