There are both technological and economic causes underlying these phenomena; the digital revolution，the explosion omputational power available across a wide range of applications ，the growth of the inte and the invention of new devices for communication and data transmission have together provided the technological impetus for globalization ，while its operations have been enabled by a widespread acceptance of neoliberal economic pr iples as the basis for national and international -making. The effects of these trends on s ，creative workers，commercial and mercial firms producing and distributing cultural products，cultural agencies and institutions，and consumers， have been profound. To begin with，on the production side new communications technologists have fostered new forms of cultural e
