PAGE PAGE III 长沙人口老龄化背景下的互助养老问题研究 摘要 21世纪初我国已步入老龄化社会，老年人口的迅速增长加大了我国养老负担，如今老年人的养老需求已成为当今现阶段国内的主要需求。与此同时，由于经济的发展需求，产生大量人口流动，其中农村人口流向城市占人口流动中的比重最大，这一现象造成农村家庭青壮年常年在外，无法履行养老义务，对家庭养老冲击巨大且我国现行的养老措施多数针对城市，农村老年人口所能享受到的养老优惠政策相对较少，我国养老问题中农村养老问题日益突出。在此研究前提下，人口老龄化背景下的互助养应运而生，互助养老是一种全新的养老模式，作为社区养老的补充，互助养老更强调普通居民间相互的帮扶与慰藉。对此，本文以长沙为例，通过对该市农村互助养老发展现状问题的分析，探讨其解决对策，旨在促进我国农村互助养老制度的完善。 关键词：长沙；农村；互助养老  Abstract At the beginning of the 21st century, China has entered an aging society. The rapid growth of the elderly population has increased the burden of providing for the aged in our country. Nowadays, the demand for the aged has become the main demand in our country at this stage. At the same time, due to the demand of economic development, a large number of population flows are generated, among which rural population flows to cities account for the largest proportion of population flows. This phenomenon causes the rural families to be out all the year round, unable to fulfill their old-age obligations, and has a huge impact on the family old-age support. Most of the existing old-age measures in our country are aimed at cities. The rural elderly population can enjoy relatively few preferential policies for the old-age support. The problem of the rural old-age support in our country is becoming increasingly prominent. On the premise of this study, mutual support emerges as the times require under the background of population aging. Mutual support for the aged is a new mode of old-age support. As a supplement to community support for the aged, mutual support for the aged emphasizes mutual support and comfort among ordinary residents.In this regard, this paper takes Hebei Province as an example, through the analysis of the current situation of the development of mutual aid pension in rural areas of Hebei Province, to explore its solutions, in order to promote the improvement of the rural pension system in China.
