农村灌溉用水社区管理模式研究--以宁夏青铜峡灌区南庄村为例的中期报告 摘要： 宁夏青铜峡灌区是黄河岸边地区的主要灌溉区，对于当地农业生产和社会经济发展起到了重要的推动作用。本研究以该灌区南庄村为例，探讨了农村灌溉用水社区管理模式的实施情况和存在问题，并针对问题提出了相应的对策和建议。 首先，通过实地调研和问卷调查，分析了南庄村灌溉用水社区管理的组织模式、管理机制和管理效果。结果显示，该村的灌溉用水社区管理模式以社区组织为基础，依托村委会、水利站和灌区管理局等机构，建立了相对完善的管理机制。但在实际执行中，存在管理不规范、履职不到位的情况，导致用水效率低、用水成本高等问题。 针对上述问题，本研究提出了以下建议：加强社区组织的角色，完善灌溉用水社区管理的组织机制；加强信息化建设，提高管理效率和数据透明度；加强对农民的培训和宣传，提高用水意识和技能水平；进一步完善用水计费和补贴制度，提高用水效率和公平性。 关键词：农村灌溉用水、社区管理、组织机制、管理效果、问题对策 Abstract: Ningxia Qingtongxia Irrigation District is the main irrigation area in the Yellow River bank area, which plays an important role in local agricultural production and social and economic development. In this study, taking the Nanzhuang Village as an example, the implementation of rural irrigation water community management mode and existing problems were explored, and corresponding countermeasures and suggestions were proposed for the problems. Firstly, through field research and questionnaire survey, the organizational mode, management mechanism and management effect of irrigation water community management in Nanzhuang Village were analyzed. The results showed that the irrigation water community management mode in the village was based on community organizations, relying on the village committee, water station and irrigation district management bureau to establish a relatively perfect management mechanism. However, in actual implementation, there were problems of irregular management and inadequate performance, resulting in low efficiency and high cost of water use. To solve the above problems, the following suggestions were put forward: strengthening the role of community organizations, improving the organizational mechanism of irrigation water community management; strengthening information technology construction, improving management efficiency and data transparency; strengthening training and propaganda for farmers, improving water use awareness and skills; further improving water billing and subsidy system to improve wat
