外来流动人口计划生育政策的有效性分析——以嘉定区为例的中期报告 摘要： 随着中国经济的快速发展和城市化进程的加速，外来流动人口已成为城市社会的重要组成部分。然而，外来流动人口计划生育政策的实施效果一直备受关注。本文以上海市嘉定区为案例，通过对比分析自从2014年外来流动人口计划生育政策实施以来的健康数据和相关调查数据来探讨该政策的有效性。 研究发现，自2014年外来流动人口计划生育政策实施以来，该政策在控制人口数量和提高妇幼保健水平方面取得了显著成效。实施的政策内容主要包括免费婚检、提供预防性保健服务和强化节育宣传等方面。此外，政策还建立了一整套责任体系，以确保政策的实施效果。 但是，该政策也面临一些实施难题，包括政策宣传不到位、家庭计划生育服务设施不足和流动人口时常性转移等问题，这些难题都阻碍了政策的有效实施。同时，该政策并不能完全解决妇女和儿童的相关健康问题。有必要继续完善这项计划生育政策，以提高其效力。 关键词：外来流动人口，计划生育政策，妇幼保健，上海嘉定区 Abstract: With the rapid development of Chinese economy and the acceleration of urbanization process, the floating population has become an important part of urban society. However, the effectiveness of the family planning policy for the floating population has always been a concern. This paper takes Jiading District of Shanghai as a case study and discusses the effectiveness of the policy through a comparative analysis of health data and relevant survey data since the implementation of the policy in 2014. The study found that since the implementation of the family planning policy for floating population in 2014, the policy has achieved significant results in controlling the population and improving maternal and child health. The implemented policy contents primarily include free premarital medical examination, provision of preventive health services, and strengthening contraceptive publicity. In addition, the policy has established a set of responsibilities system to ensure the effectiveness of the policy. However, the policy also faces some implementation challenges, including insufficient policy propaganda, shortage of family planning service facilities, and the frequent migration of the floating population which hinders the effective implementation of the policy. At the same time, the policy cannot completely solve the health problems related to women and children.
