Commencementandpostponementofcommencement
开工日期：指双方在协议书中约定，乙方开始施工的绝对或相对的日期。
Commencingdate:thedate,absoluteorrelative,onwhichPartyBstartsthestipulatedconstructionagreedbybothpartiesintheagreement.
TheCommencementDate:ThedateonwhichtheContractorcommencestheconstructionhereunderasspecifiedintheagreement.
开工日期：指发包人承包人在协议书中约定的承包人开始施工的日期。
除专用合同条款另有约定外，承包人应按照第7.1款〔施工组织设计〕约定的期限，向监理人提交工程开工报审表，经监理人报发包人批准后执行。开工报审表应详细说明按施工进度计划正常施工所需的施工道路、临时设施、材料、工程设备、施工设备、施工人员等落实情况以及工程的进度安排。
Unlessotherwisespecifiedinthetermsoftheparticularcontract,thecontractorshallsubmittothesupervisorthereportformofconstructioncommencementinaccordancewiththetermstipulatedinsubclause7.1[ConstructionOrganizationDesign].Thereportformshallbeexecutedsubsequenttotheemployer?sapproval.Thereportformofcommencementshouldmakeillustrationsoftheimplementationontheworkroad,temporaryfacilities,materials,engineeringequipment,constructionequipment,constructionpersonnel,etc.,whicharenecessaryforconstructionprogressplan,andthescheduleoftheworksprogress.
除专用合同条款另有约定外，合同当事人应按约定完成开工准备工作。

发包人应按照法律规定获得工程施工所需的许可。经发包人同意后，监理人发出的开工通知应符合法律规定。监理人应在计划开工日期7天前向承包人发出开工通知，工期自开工通知中载明的开工日期起算。
