Abstract:Asanemerging“public-privatepartnership”projectfinancingmethod,PPPisfaced

withhigherrisksthangeneralengineeringprojects.Therefore,Itisveryimportanttocarryout

reasonableriskanalysisandpreventionofPPPprojects.Firstlyqualitativeresearchisconductedonthe

theoreticaldirectionofPPPproject,andthentheDelphimethodandtheCov-AHPandfuzzy

comprehensiveevaluationmethodareselectedtocarryoutquantitativeanalysisofPPPprojectfromsix

aspects.Atthesametime,theDalianbayunderseatunnelprojectforempiricalresearchandanalysis,by

constructingevaluationsystemmodelandanalyzingtheresults,thescopeoftheprojectinthemedium

andhigh-risklevelisdeterminedtoprovidepreventioncountermeasuresandsuggestions.
