Abstract:

TheTianjinPortisoneofthebusiestandmostimportantportsinChina.EnsuringthesafetyofnavigationintheTianjinPorthasalwaysbeenakeypriorityfortheportauthorities.Inthisstudy,weproposetouseaFormalSafetyAssessment(FSA)approachtoanalyzeandevaluatethesafetyrisksassociatedwithnavigationintheTianjinPort.Thisreportpresentsthemid-termresultsofourstudy.

Introduction:

TheTianjinPortislocatedattheestuaryoftheHaiheRiver,withdirectaccesstotheBohaiBay.Itcoversanareaof121squarekilometersandconsistsof278berths.TheTianjinPortisanimportantgatewayforthetransportationofgoodstoandfromBeijingandotherregionsinnorthernChina.Asthevolumeoftrafficintheportincreases,sodotherisksassociatedwithnavigation.

Methodology:

WeusedtheFSAframeworktoanalyzethesafetyrisksassociatedwithnavigationintheTianjinPort.TheFSAframeworkconsistsoffoursteps:hazardidentification,riskassessment,riskcontroloptions,andcost-benefitanalysis.

Forhazardidentification,weconductedathoroughanalysisofthedifferenttypesofhazardsthatcouldpotentiallyleadtoaccidentsintheport.Thesehazardsincludednaturalhazardssuchasstormsandfog,aswellasoperationalhazardssuchasvesselcollisionsandgroundings.

Forriskassessment,weusedacombinationofquantitativeandqualitativemethodstoevaluatethelikelihoodandconsequencesoftheidentifiedhazards.Weconsideredfactorssuchasthefrequencyofincidents,theseverityoftheconsequences,andthepotentialimpactontheenvironment.

Forriskcontroloptions,weevaluateddifferentriskmitigationmeasuresthatcouldbeimplementedtoreducethelikelihoodorconsequencesofaccidents.Thesemeasuresincludedtechnologicalsolutionssuchasadvancednavigationsystemsandimprovedweatherforecasting,aswellasoperationalsolutionssuchasimprovedcommunication
