4.学习能力和创新能力是通信企业技术人员职业生涯发展的关键因素，能够帮助其不断更新知识和技能，与时俱进。

5.领导能力是技术人员晋升高层职位的必备条件，能够带领团队完成业务目标。

综上所述，通信企业技术人员应具备多方面的胜任特征，不仅要扎实掌握技术知识，还需要具有良好的交际能力、团队合作能力、学习能力、创新能力和领导能力。这些能力的提升需要通过不断学习和实践来实现。

Abstract
