摘要
进入2000年后，我国步入人口老龄化社会，我国老龄化人口数量不断增加，使养老服务的需求不断扩大，同时中国相对于西方国家老龄化速度快，经济发展水平相对落后，使我国养老服务业面临着严峻的挑战。政府作为养老服务业的主导者和参与者，对养老服务业发展有着不可取代的作用。鉴于此，本论文站在政府的视角提出促进养老服务业发展的财税政策建议。首先，论文首先阐述了我国养老服务业财税政策的现状。其次，分析了目前我国现有养老服务业财税政策存在的问题，并对国外的一些经验进行了分析。在此基础上，为促进我国养老服务产业的健康发展提供财税政策方面的政策建议。具体内容包括：加大对养老服务业的财政投入力度、丰富财政对养老服务业的支持方式、扩大对养老服务业的税收优惠覆盖面、提高对养老服务业的税收优惠政策建议。

ABSTRACT
SinceChinaenteredtheagingsocietyin1999,thenumberofagingpopulationinChinahascontinuedtogrow,makingthedemandforelderlycareservicescontinuetoexpand,whileChinaisagingfasterthanWesterncountriesandthelevelofeconomicdevelopmentisrelativelybackward,makingChina'selderlycareserviceindustryfaceseverechallenges.Astheleaderandparticipantoftheelderlycareserviceindustry,thegovernmentplaysanirreplaceableroleinthedevelopmentoftheelderlycareserviceindustry.Inviewofthis,Thispaperstudiesthefiscalandtaxpoliciestopromotethedevelopmentoftheelderlyserviceindustry.Firstly，theconceptofpopulationaging,theconceptofold-ageserviceindustryandtherelevanttheoriesoffiscalandtaxationpoliciestopromoteold-ageserviceindustryareexpounded.Secondly,itintroducesthedevelopmentstatusoffiscalandtaxationpoliciesinChina'spensionserviceindustry.Thenthispaperputforwardtheproblemsofthefiscalandtaxationpolicyofthepensionserviceindustry,becausethepensionserviceindustryinWesterncountriesstartedearly,developedforalongtime,andhasenoughexperience,sotheexperienceofforeignpensionserviceindustrycanbegeneralizedandsummarized.Finally,suggestionsforimprovingfiscalandtaxationpoliciestopromotethedevelopmentofChina'spensionserviceindustryareputforward.Includingincreasingfinancialinvestmentintheelderlycareserviceindustry,enrichingthefinancialsupportmethodsfortheelderlycareserviceindustry,expandingthecover
