西藏开展森林保险的必要性及对策研究

摘要：森林保险在森林资源保护、林业生产和保障林农收入方面能够发挥重要作用。2009年以来，

我国开始实施政策性森林保险工作，到目前为止西藏是未实施该政策的几个省份之一。从西藏森林资

源管理的现状出发，阐述了开展政策性森林保险的必要性，分析了其可行性以及实施森林保险的相关

制约性因素，并提出了下一步实施和开展森林保险的对策建议，以期为西藏全区实施政策性森林保险

提供参考。
