ExecutiveSummary

Thisenvironmentalimpactstatement(EIS)evaluatestheenvironmentaleffectsthatcouldoccur

ifspecificprojectsdesignedtoreducewildfirehazardandriskareimplemented.Theprojects

wouldconsistofvegetationmanagementworkin105definedprojectareas.Onehundredof

theseareasareinaregioninformallyknownastheEastBayHills,andtheremainingfiveareas

areinMiller/KnoxRegionalShoreline,afacilityoftheEastBayRegionalParkDistrict

(EBRPD)onSanFranciscoBay.

AsusedinthisEIS,thetermEastBayHillsreferstoaseriesofridgeseastofSanFranciscoBay

thatbeginontheeastsideofInterstate80inRichmondandrunsoutheasttoLakeChabot.The

EastBayHillscontainmanydenselybuiltresidentialneighborhoodsofmostlysingle-family

homesbutalsoincludelargetractsofopenspaceandwildlandsmanagedbyEBRPD;the

UniversityofCalifornia,Berkeley(UCB);theCityofOakland(Oakland);andtheEastBay

MunicipalUtilitiesDistrict.

Vegetationmanagementworkin60ofthe105projectareaswasproposedinfourgrant

applicationssubmittedtotheDepartmentofHomelandSecurity’s(DHS)FederalEmergency

ManagementAgency(FEMA)byEBRPD,UCB,andOaklandthroughtheCaliforniaOfficeof

EmergencyServices(CalOES).ThefourapplicationsaredescribedinSectionES.1below.In

additiontothevegetationmanagementworkproposedforFEMAfunding,someworkproposed

withintheprojectareasmaybefundedbyotheragencies.Someofthisadditionalworkincludes

activitiesthatarenoteligibleforFEMAfunding,suchasthepileburningandareaburning

proposedbyEBRPD.InthisEIS,thecombinationofvegetationmanagementactivitiesproposed

forFEMAfunding(thegrantapplications)andtheactivitiesproposedtobefundedbyotherson

the60projectareasisidentifiedastheproposedaction.
