摘要

内部控制是经济发展和现代企业管理的需求，在西方一些发达国家，企业的内部控制建设已经渐趋成熟，而我国还处于初步发展阶段。在内部控制五要素当中，内部控制环境的核心地位是毋庸置疑的，是其他四个要素的必要条件，也是建立健全公司内部控制的基石和要件，它为内部控制其他要素设定了基础，在一定程度上，决定着内部控制的建立和运行，制约着内部控制的有效性。近年来，由于内部控制存在不同类型、不同程度的缺陷，给国内外众多上市公司造成了重大的损失，给国内外相关行业带来了重大的冲击和深远影响。为了避免这类问题的出现，必须对内部控制进行深入的研究，尤其是内部控制环境，并在上市公司运作过程中进行严格控制。只有加强内部控制环境的建设和优化，才能更有效的保证内部控制的健全和有效运行删。

Abstract

Internalcontrolisthedemandofeconomicdevelopmentandmodernenterprisemanagement.Insomedevelopedcountriesinthewest,theconstructionofinternalcontrolofenterpriseshasgraduallymatured,whileChinaisstillintheinitialstageofdevelopment.Amongthefiveelementsofinternalcontrol,thecorepositionofinternalcontrolenvironmentisbeyonddoubt,whichisthenecessaryconditionoftheotherfourelements,andalsothecornerstoneandimportantelementsofestablishingandperfectingtheinternalcontrolofthecompany.Itsetsthefoundationforotherelementsofinternalcontrol,determinestheestablishmentandoperationofinternalcontroltoacertainextent,andrestrictstheeffectivenessofinternalcontrol.Inrecentyears,duetodifferenttypesanddegreesofdefectsininternalcontrol,ithascausedgreatlossestomanylistedcompaniesathomeandabroad,andbroughtgreatimpactandfar-reachinginfluencetorelatedindustriesathomeandabroad.Inordertoavoidsuchproblems,itisnecessarytoconductin-depthresearchoninternalcontrol,especiallytheinternalcontrolenvironment,andstrictlycontrolitduringtheoperationoflistedcompanies.Onlybystrengtheningtheconstructionandoptimizationofinternalcontrolenvironmentcanweeffectivelyensurethesoundandeffectiveoperationofinternalcontrol.
