BACKGROUND
Thesocialdemandstogeo-spatialdatainthepresentagehavebeenrapidlyincreased.Alargescaleofdigitalspatialdataisurgentlyrequiredforsupportingtheplanning,monitoring,managementanddecisionmaking,especiallyinsolvingkeyproblemsconcernedbyanationorwholeworldsuchaslandresources,environment,naturaldisasterandhumanlife.ModernSurveyingandMappinghasbeenrecognizedasabasictoolforrealizingthe21centurysustainabledevelopmentoftheworld.
Thehighandnewtechnologiesinthepresentagehavebeenrapidlydevelopedandpopularized.TechniquesofRemoteSensing(RS),GlobalPositioningSystem(GPS),GeographicInformationSystem(GIS)andDigitalDataCommunication(DDC)havesuppliednewproductiveforcefortheacquisition,procession,analysis,managementanddisseminationofgeo-spatialdataandpromotedNationalsurveyingandmappingtechnicalsysteminChinatotransformrapidlyfromtraditionaltomodernanddigitalOne.
CentralgovernmentofChinahaspaidgreatattentiontothedevelopmentofinformationtechnologies and the application of information resources. Several national informationengineering,suchasGoldenBrigEngineeringreferringacommoninformationcommunicationnetwork,havebeeninconstructioninordertostrengthentheinformationinfrastructure.ItispointedoutintheChinaAgenda21;speeduptheconstructionoftheNationalFundamentalGeographicInformationSystem(NFGIS)whichoccupieskeypositioninChinasNationalSpatialDataInfrastructure(CNSDI).
