粤港澳大湾区岸碳入海发展策略探析

摘要：岸碳入海是区别于陆地二氧化碳地质封存的一种碳封存途径。岸碳入海国际可借鉴经验较

少、中国国内尚无先例。背负中国推进“双碳”目标、实现绿色发展先行地的使命，经济发达且临海的粤

港澳大湾区具有率先发展岸碳入海的优越条件，但存在项目周期长、技术尚未成熟的挑战，有较大的商业

风险和安全风险。粤港澳大湾区发展岸碳入海建议按照“统一规划、技术先行、示范摸索、集群发展”的

策略进行；科学统筹项目执行；政府层面给予项目配套支持政策；相关企业与区域内具备CCUS领先技术的

国有企业合作，共同搭建商业模式，并根据发展状况进行商业模式的迭代更新，以期为中国实现碳中和目

标探出一条新路。

Abstract:Carbondioxideoffshorestorageisakindofcarbonstoragepathwaywhichisdifferentfromthegeological

storageofcarbondioxideonland,andtherearefewerinternationalreferencesandnodomesticprecedentsforcarbon

dioxideoffshorestorage.Withthemissionofpromotingthe“dualcarbongoalsandrealizinggreendevelopmentinChina,

theGuangdong-HongKong-MacaoGreaterBayArea,whichiseconomicallydevelopedandadjacenttothesea,hasthe

advantageousconditionstotaketheleadindevelopingcarbondioxideoffshorestorage,buttherearesuchchallengesaslong

projectcycle,immaturetechnology,greatercommercialandsafetyrisks.Thedevelopmentofcarbondioxideoffshorestorage

intheregionisrecommendedtobecarriedoutaccordingtothestrategyof“unifiedplanning,technologyfirst,demonstration

exploration,andclusterdevelopment,withscientificcoordinationofprojectimplementation,governmentalsupportingpolicies,

cooperationbetweenenterpriseswithleadingCCUStechnologiesintheregion,andjointconstructionofbusinessmodels.Itis
