“Paymentandsettlement”referstotheactofdischargingobligationsarisingfromeconomicac-

tivitiesbetweenindividualsandbusinessesbymeansofpaymentinstruments,suchascash,pay-

mentcards,orfundstransfers.Inordertoensurethatpaymentandsettlementtransactionsthat

supporteconomicactivitiestakeplacesmoothly,paymentandsettlementsystems,comprisedof

paymentinstruments,paymentsystems,andparticipatinginstitutions,needtobemanagedand

operatedinastableandefficientmanner.

Initscapacityasthecentralbank,theBankofKorea(BOK)playsapivotalroleinensuringthe

smoothoperationanddevelopmentofpaymentandsettlementsystemsinKorea,inaccordance

withtheBankofKoreaAct.TheBOKoperatesBOK-Wire+,alarge-valuepaymentsystemthat

finalizessettlementsbetweenfinancialinstitutions,andprovidesfinancialinstitutionswithintra-

dayliquiditysupporttoresolvesettlementrisks,suchasthosearisingfromsettlementdelays.The

BOKalsoconductsoversightofpaymentandsettlementsystemsbymonitoringandassessing

operatinginstitutionsandbymakingrecommendationsforimprovementsasnecessary.

ThePaymentandSettlementSystemsReport2023providesanoverviewoftheoperation,over-

sight,andinnovationofpaymentandsettlementsystemsbytheBOKduring2023andsetsout

futurepolicydirections.Thegoalofthisreportistoenablesystemparticipantsandthepublicto

gainagreateroverallunderstandingofthevariouspaymentandsettlementsystemsinKorea.
