TheparkwasinitiallybuiltintheLiaoDynasty(916-1125)andwasrepairedandrebuiltinthefollowingdynastiesincludingJin,Yuan,MingandQing(1115-1911).Large-scalerebuildinginthereignofEmperorQianlongoftheQingDynasty(1644-1911)establishedthepresentscaleandpatternofBeihaiPark.In1925,theparkwasfirstopenedtothepublic,attractinghundredsofthousandsofvisitorsfromallovertheworldeveryyear.

Thoughitwasaroyalgarden,itremainsgrandwithahintofexquisiteeleganceaswell.Itcoversanareaof69hectares(171acres),withoverahalfcoveredbywater.Thewholeparkcanbedividedintofourscenicareas:QionghuaIslet(JadeFlowerIslet),CircularCity,theeasternbankareaandthenorthernbankarea.
