Thepurposeoftheregulatingcivilaviation:

1.Ensurethesafeandorderlygrowthofinternationalcivilaviation;

2.Encouragethedesignandoperationofaircraftforpeacefulpurposes;

3.Supportthedevelopmentofairways,airportsandairnaviionfacilitiesforcivilaviation;

4.Meettheneedsoftheinternationalpublicforsafe,regular,efficientandeconomicalairtransport

SoandRussia,unitedwithmanyothercountries,believethattakingthefollowingactionsto

achievethesepurposes.

1.TechnicalImprovement:

a)Developassistancedrivingsystem

Everyaircompaniesshouldcollectthedataoftheaccidentsordangerthathappenedintheir

regionsandsentthesedatatotheICAO.ThenICAOcouldsummarizethedatatodetermine

whattodoinordertopreventsuchkindofaccidentsfromhappeningagain.

Tipswillbegiventopilotswhentheriskisdetectedbysystem（GPWS(groundproximity

warningsystem)orTCAS(trafficalertandcollisionavoidancesystem)oranyothersystem）

Thiswillassistthepilotmaketherightoperation.Theaviationsafetywillbeincreasedwith

thissystem.

b)Improvetheblackbox

NowadaysitispossibletousetheInternettechnologytoimprovetheblackbox.Byuploading

thedatatotheInternet,itwillbeeasiertocheckthesituationofeachflightontheground,

especiallywhenthenescrashesintocessuchasthedeepseawhichareveryhardtoreach.

Therescuercanknowthesituationoftheneanditslocationbeforefindingtheblackbox.

c)Improvethecommunicationandestablishthesatellitesystem
