摘要积分制作为一种新型乡村治理机制，是健全自治、法治、德治相结合的乡村治理体系的创新性举措。南京市湖熟街道

各村居创新采用家庭诚信积分制，以家庭诚信为立足点，以积分计算为载体，充分激发乡村内部的治理活力。同时，针对当前家庭

诚信积分制在实施过程中存在的参与度提高难、活动形式僵化、透明度不高和资金缺乏等问题，未来也要探索出多元化的运行方

式、数字赋能基层治理的优化路径，促进基层治理体系和治理能力现代化。

Abstract:Asanewruralgovernancemechanism,thepointssystemisaninnovativemeasuretoimprovetherural

governancesystemthatcombinesautonomy,ruleoflaw,andruleofvirtue.EachvillageinHushuStreet,NanjingCityhas

innovativelyadoptedthefamilyintegritypointsystem,takingfamilyintegrityasthefootholdandpointcalculationasthecarrier

tofullystimulatethegovernancevitalitywithinthecountryside.Atthesametime,inviewofthecurrentproblemssuchas

difficultyinincreasingparticipation,rigidactivityforms,lowtransparency,andlackoffundsintheimplementationprocessofthe

familyintegritypointssystem,wemustalsoexplorediversifiedoperatingmethodsandoptimizedpathsfordigitallyempowering

primary-levelgovernanceinthefuture,soastopromotethemodernizationofprimary-levelgovernancesystemsandgovernance

capabilities.
