governmentfailures,suchasunaccountableserviceprovidersorelitecaptureofpublicresources.

Thechallengeofpovertyreductionistodesignactionsthatcorrectgovernmentfailureswithout

recreatingthemarketfailuresthepoliciesweremeanttoaddress,andvice-versa.

Asia,themostvulnerableregionontheplanet.Thebookstartsbyaskinghowtheprivatesector—

householdsandfirms—isadaptingtohighertemperaturesandmorefrequentextreme-weather

events.Theauthors’motivation,namelythatallSouthAsiangovernmentslackfiscalspaceand,
