Although a number of county governments had already finish relatively perfect information systems as it required, they didnt have a matching evaluation model as the security of development and practice of government affairs informationization management, so it can be seen the construction of performance evaluation model play a very important role in this process. We must have a scientific and perfect performance evaluation model as the foundation and presupposition to truly work for the evaluation.
