毕业论文：基于电子关务的海关管理方式创新研究.doc

中文摘要 　　近些年来，电子政府己经成为世界许多国家和地区政府追求的目标和关注的焦点。电子关务是指海关凭借计算机技术、现代通信技术等高新技术在安全可靠的网络平台上行使海关各项职能、开展政务活动。电子关务的本质是海关管理的革新，它的建设和发展反映了现代政府管理的客观发展要求，反映了信息社会发展的规律和特点，因而具有强烈的时代特征。 　　本文就电子关务入手，重点分析电子关务与海关管理方式的互动关系，以及在基于电子关务条件下如何实现海关管理方式的创新。文章第一部分着重研究电子关务的概念和内涵，及其与电子政务、电子商务的异同，电子关务主要模式、天津海关电子关务的主要环境等问题。第二部分则探讨海关管理方式的界定、海关管理方式的评价标准、与海关职能的关系、海关管理方式创新的必要性，前两章是本文的基础理论研究。第三部分是本文的核心部分，即基于电子关务环境下海关管理方式的实现思路，包括电子关务与海关管理方式创新的关系、电子关务对海关管理方式创新的推动作用及电子关务环境下管理方式的具体创新，其中选取了海关物流监控、电子口岸建设、海关事务网上决策支持等几个问题进行具体论证。第四部分，则主要分析电子关务环境下实现海关管理方式创新的有效途径，从不同的角度提出若干对策，推动电子关务良性发展，从而使得电子关务建设与海关管理方式创新形成良好的互动，最终推动海关向科学、文明、高效、廉洁的方向发展。 　　 　　 　　 关键词：电子关务 海关 管理 Abstract 　　Recent year, the electronic government has already become the goal and focus, which many countries and the local governments are pursuing. The electronic customs refers to, the customs make full use of computer technology, modern communication technology and other high and new technologies, to carry out the Customs affairs activity and carry on the management function in the safe reliable network platform. The essence of electronic customs is a innovation project relating to the administration system reform. Its construction and the development have reflected the objective development request of modern government administration, and the developing rule and characteristics of the information society. 　　This article starting with the model of customs model，focuses on analysis interactive relations between electronic customs and the customs administration model，as well as how to realize the innovation of customs administration model base on the electronic customs affairs.
